Per request by National Park Service, the race started away from Jefferson Memorial for the first time in 32 years, and followed a course on the roads rather than around the Tidal Basin.
Dan Murphy took the lead early, but Sebastian Freard and Steve Kartalia overtook him by few seconds.
Robyn Hoeschen, running her first Tidal Basin 3K, made the most of it, winning for the women.
The next race will be in a new location, to be announced.
